Sia started her career in non-profit management before jumping to public administration.  Early in her career, she worked with seniors in inner-city Memphis, spent a summer on the Yankton Sioux reservation in South Dakota, and served as executive director of a nonprofit working with women and kids with HIV/AIDS.  After several years in state public health, she became head of a nonprofit focused on community-based collaborative problem-solving.  More recently, she served as deputy county administrator for Washington County (Oregon) for 13 years and then as assistant city manager for City of Beaverton.  She recently retired from her service in public administration and launched an independent consulting practice that reflects her commitment to public service, nonprofits, equity, and public health.
